NTRCA Head Teacher on April 18 after court clears legal hurdle

The recruitment examination for senior posts in private educational institutions will go ahead on April 18, according to officials of the Non-Government Teachers’ Registration and Certification Authority (NTRCA). The decision follows a stay order from the Appellate Division on a previous ruling by the High Court Division.

An NTRCA official confirmed the update on Thursday afternoon. The official told the media that the Appellate Division has stayed the High Court verdict. This means there is now no legal barrier to holding the exam on schedule.

Earlier on Thursday, a High Court bench led by Justice Akram Hossain Chowdhury and Justice A F M Saiful Karim ordered a temporary halt to the examination. The order came after a writ petition challenged changes made to the recruitment process.

Advocate Humayun Kabir Bulbul, who argued for the petitioners, said the court had initially stayed the exam for two months. The court also suspended a revised NTRCA notification issued on March 25 during that period.

The recruitment process began on January 29. At that time, NTRCA invited applications for 13,559 vacant posts. These included head, assistant head, principal, and vice-principal positions across schools, colleges, madrasas, and technical institutions. The original notice required 10 to 15 years of teaching experience.

Petitioners later said the rules changed after the application process started. They said a revised policy increased the experience requirement to 18 years. This change made many applicants ineligible. NTRCA then cancelled the earlier notice and issued a new one on March 25.

A total of 114 applicants filed the writ petition challenging the legality of the revised notice. After a preliminary hearing, the High Court issued a rule asking why the notice should not be declared unlawful. Authorities, including the education secretary and NTRCA, must respond within four weeks.

With the Appellate Division’s latest order, the examination is now set to proceed as planned on Saturday.
